Key to the immediate delivery of these interventions is a series of priority actions plan broad political leadership on highest level of national and international support for the strengthening of health systems (with a strong focus on primary health care), building international cooperation and consensus on priority actions (especially primary prevention), and establishment of independent monitoring and accountability mechanisms to evaluate progress.
